The Yangtze River Delta is a region with good urbanization development and high-efficiency economic development in China. Promoting the industry-city integration in urban new area reflects the objective process of the continuous development and evolution of new urban areas. The core of this research is to build a spatial development quality evaluation framework for urban new areas development from the perspective of industry city integration. Through the summary and induction of the theory, related research and practical results of industry-city integration, urban new area and the urbanization development of Yangtze River Delta, this paper constructs the spatial development quality evaluation framework of urban new area oriented to industry-city integration, from three aspects of industrial development, urban function and people vitality, with three dimensions of industrial efficiency, spatial compactness and job-housing balance. Referring to the relevant evaluation system and viewpoint framework of existing research, this paper forms a targeted evaluation system relying on 13 indicators by integrating multi-source spatial data. Using this evaluation framework, 7 main cities are selected as the main cities in the Yangtze River Delta according to the city grade and city scale, and 14 new urban areas are selected as the research cases and evaluation objects, with planning area over 50 square kilometers, independent administrative institutions or management committees and formed through active planning and investment construction.

This paper discusses the influence mechanism and promotion strategies of industry-city integration in new areas. The aim is to highlight the economic driving role of new areas, and to improve the spatial and functional layout pattern, through studying regional industrial development layout. It should permit to understand the development process of new area industry-city integration, the dynamic evolution relationship between industry and city, to identify the characteristics in different stages, and to consciously guide the coordinated development of new area industry-city integration. Finally, the research should establish the life cycle assessment framework of industry-city integration, to build the examination monitoring system of new area, and to provide dynamic promoting strategies and planning suggestions by focusing on new area industry-city integration.
