A Comparative Study on mobility planning of Strasbourg and Shanghai, based on annual transport report and official urban travel plan

This mémoire carries out a comparative study of transport and mobility issues in Shanghai and Strasbourg based on annual transport report (Shanghai) and official urban travel plan (Strasbourg). The comparison includes three aspects:(1) comparison of assessment methods and index for transportation systems (2) comparison of developing concepts in mobility issues (3) comparison of mobility graphical presentation in urban mobility plans. After the comparison of assessment methods and index for transportation systems, the thesis finds several differences which are further explored in the next chapters. After reviewing different mobility guiding concepts ("public transit priority" vs. "inter-modality") central to the analysed mobility plans, the thesis tries to identify the reasons why Shanghai and Strasbourg chose these distinct concepts ( political agency, self-assessment method and criteri, etc.), how they influence different mobility strategies, and what they can learn from each other. The graphical documents (plans, photos, etc.) in these two cities’ urban mobility plans are also reflecting different choices and emphasis, which partly echoes the observations in the first two chapters. Ultimately, using Peter Jones’s theory regarding the evolutionary process of transport policies, the study shows that the two cities' mobility planning systems are in different stages of development.
